Instead of Hospital, Arunachal Police takes injured to Police Station

Students demand justice for deceased

while Admin declares 144 Cr PC

ITANAGAR, July 15: Perhaps this is for the first time in the world that an accident victim is taken to a Police Station instead of a hospital. A good two hours later, Police took him to the hospital. The versions vary, but the fact remains that instead of medical attention, Jumchi (Tachi) Nguso was subjected to Police attention. He is dead and no one is willing to take the responsibility.

35 years old Jumchi (Tachi) Nguso, a father of four children, was hit by a gypsy (AR01D 0251) belonging to the CM’s Security Cell early morning at around 4.30 AM today at Papu Nallah. The officer in the gypsy, SR Pait called up the Naharlagun Police Station and SI Suresh Singh reached the spot. Instead of taking the injured to the Hospital, the officers took him to the Police Station, all in the name of official formalities. After doing the formalities Jumchi was taken to Naharlagun General Hospital at around 6.30. He reportedly died at 7.30 AM. An employee of Arunachal Pradesh State Transport, Nguso was on his way to the bus stand when the tragedy unfolded.

The Police are not yet ready to accept that they delayed in taking Nguso to the hospital. They have branded him mentally unstable who tried to commit suicide by jumping into the vehicle that hit him.

What is perplexing is that alleged mentally disturbed was allowed to serve in a govt department and Police instead of being more humane, took him to the Hospital, a good two hours later after the accident. Sources said that Nguso was brought to the Hospital with his hands tied. The marks on his hands proved it all.

Angry at the action or rather inaction by the Police in saving a life, led by All Arunachal Pradesh Students Union, student Unions irrespective of tribal affiliation today took the body after postmortem, to the Police station in the afternoon. They unsuccessfully tried to bury the body at the premises of the Police station when Forces was called in. The forces resorted to using tear gas and lathi charge to disperse the agitating students and public.

All Arunachal Pradesh State Transport Employee Welfare Association (AAPSTEWA) president, Tai Tarak expressed doubt over the police version of death of a member. The association claimed that the injury caused by the hit of vehicle could not be the reason for Nguso’s death as the noticeable wounds were minor. The union further said that instead of taking him to hospital for first aid after that accident, the police personnel took him to the police station ignoring nearby hospitals.

BTM hospital and Niba clinic are less than five minutes drive from the area of accident.

The association demanded immediate arrest of the culprits involved in the incident and their subsequent termination.

Tapak N Lendo, a relative of the deceased said that it was not an accident but a murder.

“He was brutally tortured for two hours by the police personnel in the police station. Instead of taking him to the hospital for the treatment or first aid, they took him to the police station directly and none of his relative was informed about the accident and detention, Nguso said.

Arunachal Pradesh Students Union (AAPSU) led by its President Takam Tatung, All Nyishi Students’ Union (ANSU) President Niglar Veo, Papum Pare District Students’ Union, Galo Students’ Union (GSU), Yago Bango Welfare Society, Itanagar, All Maro Baririjo Area Students’ Union, Upper Subansiri Galo Students’ Union, Hirik-Hiru Students’ Union, Kamba, Basar Area Students’ Union, Ramle-Bango Students’ Union, Kargu-Kardi Students’ Union, West Siang District Students Union, Lendo Ao Welfare Association, Rajiv Gandhi University Galo Students Union and various other organizations in their joint statement have demanded an immediate arrest of the culprits involved in the incident and subsequent termination from service. They also demanded the state government to immediately compensate the wife and four children of deceased.

In a hastily arranged press conference, the All Arunachal Pradesh Student’s Union (AAPSU) along with All Nyishi Students Union (ANSU), Galo Students Union (GSU), Arunachal Law Students Union (ALSU), All Papum Pare District Students Union (APPDSU) and others condemned the third-degree method adopted by police personnel which consequently led to the death of Nguso. Reacting to the incident, the apex students’ body demanded the government to immediately terminate SDPO BS Mehra, officer incharge LR Rana, Investigating Officer Suresh Singh and the driver and IRBn personnel including SR Pait.

It  served an ultimatum of a day to the government to take a decision failing which it warned of launching a 24-hour statewide bandh on July 19 next. The group of student bodies added that it will demand Chief Minister’s and Home Minister’s resignation after the bandh call if their demand is not fulfilled.

President AAPSU Takam Tatung termed the incident as the failure of law and order machinery in the state. Demanding exemplary punishment to the police personnel involved in the incident, he termed them as,  ‘vardiwala goonda’, who have been involved in extortions and Dadaism. He further added that the police  failure can be gauged from the Dohu Raju murder incident. It’s been two months and the police is yet nab the culprits, he said.

President ANSU Niglar Veo while terming the incident as unfortunate said that many such cases go unreported. He appealed intellectuals, NGOs and citizens to come together and fight for justice. Niglar said the incident was a gross-violation of human rights as no law permit to take away the life of its citizens. He said law enforcing agents which instead of saving life and property are indulging in taking life of common citizens. General Secretary AAPSU Tujum Poyom, while lamenting at the incident said Arunachal Pradesh Police is misusing the power vested on them. He added that home minister is behind the police’s misusing power as he has given them a free hand. He demanded the government to highlight the action taken in the local dailies.

President ALSU PL Murtem and President APPDSU Nabam John and GSU President Goken Basar echoed the same sentiment and resolved to fight against police atrocities while maintaining that police excesses have reached its zenith in the state.

Meanwhile, a late night report added that body which was kept at the Police station by the agitators was later handed over to the family members.

The City administration has declared orders under section 144 Cr PC.

Investigation demanded

Dear Editor,

Through the columns of your esteemed daily, I being a responsible citizen would like to appeal the Papum Pare deputy Commissioner  to  investigate the centrally sponsored Hariyali schemes implementation from the year 2007-2010  under Mengio circle.

As per records collected from RTI, the  Hariyali scheme from 2007-2010 was not  implemented as per the guidelines prescribed  by central government.  The scheme has not reached to the real beneficiaries at grassroot level. All names/ beneficiaries submitted through officer concerned was forged. It clearly reflects misappropriation of centrally sponsored scheme by the authority  concerned.

I have gone through all sources personally and which immensely hurt me was that there was no single   individual   from my native village, Nakar; all listed  beneficiaries and withdrawal of amount were  completely forged.

Therefore, I strongly urge   the administration  to   institute an enquiry at the earliest to unravel the truth and for action against wrong doer.

Yours,

Nabam Raja,  M.A. Pol. Science & B.Ed. Rajiv Gandhi University , Doimukh

Stay at posting place, please

Dear Editor,

The newly created circle head quarter of Gangte Circle under Kurung Kumey was functioning smoothly since its inception  till 2009 only for a period of five years. But now  it has been observed that the said circle headquarter remained defunct and all the officials have been discharging their duties elsewhere  in Ziro and Itanagar  as per  their  own convenience  causing difficulties to the public even just for a signature for administrative purpose.

The public has to travel  to places like  Itanagar or Ziro  despite financial hardship  just to get a single signature from the concerned administration.   I request the elected leaders, panchayat leaders and NGOs to raise voice    so that the officers and officials go back at Gangte and stay there for the convenience of the public.

Yours,

Rei Prakash

Improve the road conditions

Dear Editor,

Most of the towns and cities in India are making rapid progress. One of the important reasons is good roads. Recently I have been to my hometown Khonsa after a gap of 3 yrs. I was amazed to see the pathetic conditions of the road from Nahakatia to the heart of the town. I wonder why our state government doesn't understand the importance of the roads which is one of the basic needs. Any development cannot happen if good roads are not made and maintained.

When I asked my friends, all they have to say was-since last 4 yrs roads have not been repaired. Recently there was news in which the central government claimed our state has not submitted nor claimed the central assistance for the roads. Why are we not utilizing the funds and make progress when we have the options. Hope the concerned authority will look into this matter.

Learn something from Bhutan

Dear Editor,

The editorial "Inclusive growth"( 14 July) has rightly commented that when the riches and economic growth is not inclusive, nothing makes much sense. When a "giant" country like India slips down six places from 128 to 134 in the United Nations Human Development Index 2009, the "tiny" Bhutan gains in the rankings from 135 to 131, which is indeed a laudable achievement.

However, this is hardly surprising since the country believes in measuring its prosperity by the unique Index of "Gross National Happiness" and tries to ensure that prosperity is shared by everyone. Instead of hankering after technological advancement, Bhutan has focused attention on health and education needs of its citizens. If India emulates Bhutan in this respect, the beleaguered common people of the country will ultimately achieve the rights and dignity entitled to human beings.

Take care of our basic necessity

Dear Editor,

I would like to bring to notice through your esteemed daily periodic problems state faces. Last few days back due to rain  the supply of electricity was barred  in some places like Daporijo, Aalo, Pashighat. These are not some small circles we are talking about. These are the headquarters of their respective districts. So many people depend on it to run properly and efficiently.

Because of power crisis, we have been kept away from world cup matches and works in offices, business, etc where heavily affected. All this is because of great careless govt of ours.

Why didn’t it provide electricity for at least some hours through generators, mini hydel.  It’s because of its careless nature our hydels are all in the brink of totally vanishing.

We voted them to power so that at least they could take care of our simple needs.

Yours

Deewan Mara

Re-discovering Community in Arunachal

Dr. B. G. Mukhopadhyay

The global discourse on development got a major boost on the news of the Nobel Prize in economics sciences in 2009 to Dr. Elinor Ostrom, Professor at both Indiana University and Arizona State University in US. The acknowledgement of Elinor Ostrom’s work by the selection committee of Nobel Prize endorses community as an important actor in development arena. Her works on community governance in natural resource management have become trend-setter for the development economists across the globe. So far, we are familiar with three actors in development discourse viz. State, Civil Society and Market. Community was in the territorial domain of sociologists. The new-found love for community has also its supporter in the corridors of Harvard. Robert D. Putnam became immediately famous by his well-known book on Bowling Alone: The Collapse and Revival of American Community. His book “Bowling Alone” indicates a drop in social capital in contemporary America and he has dealt in detail the causes of decline in social capital and how to restore it in the present context. He has differentiated social capital in two categories viz. bridging and bonding. Bridging social capital is inclusive in nature and bonding social capital is exclusive.

Bonding is useful for strong social ties within the ethnic groups whereas bridging is useful to carry forward overcoming the status-quo.

Sociologists have given a number of definitions of community since it is a sociological construct. Instead of going in the polemics of what community is, let me take the definition of Richard H. Axelrod, a leading management consultant of organizational change in US and innovator of “conference model”. He defines a “community as a group of people who willingly come together and put time and energy towards achieving a common goal.” The important criterion here is that it is voluntary in nature and no coercion is involved in it. We are living in an increasingly complex environment and it creates enormous amount of stress and strain on individuals to respond to environment and community provides a safety-valve and no wonder, Dr. Zygmunt Bauman, the leading Polish sociologist from the University of Leeds, UK wrote a book entitled “Community- securing safety in an insecure world”.

In the Indian context, the concept of community is nothing new as we were basically a communitarian society before we embarked on a journey to create our nation State on the principles of justice, liberty, equality and fraternity where the individual is the core in these fundamental principles. The journey from agrarian society to a modern industrial society led to the dilution of many of the communitarian ethos. One of the biggest casualties in this change is the disappearance of joint family system. Many of our successful Banks in the pre-nationalization era were based on community. The Chettiars, the Parsis, the Marwaris and the Vaisyas were the owners of many of these banks and these were based on trust and reciprocity. Of late, the success of natural resource management in many parts of our country is because of the involvement of community from planning to execution. Dr. Anirudh Krishna, an IAS officer from Rajasthan cadre and presently a faculty member in the Duke University, US has observed from his work in Rajasthan that many of the watershed schemes were successful where social capital was abundantly available and this is the success of community engagement. On many a time, due to bureaucratic nature of our functions and working in the government system, our attitude is, we will plan and you will manage. As a result, the community doesn’t develop the ownership since the community is not involved in the process of planning. The failure of many of our programmes and schemes is basically due to lack of community engagement in our planning and execution phase. Fortunately, we have started realizing the fact that we can not go further unless we involve the community in many of our development programmes in letter and spirit.

Even though, we are in the midst of 11th five year plan, many of our promises in development schemes will remain unfulfilled unless community engagement is total. Whether it is health or education or any other social sector programmes on women or child, there are enormous possibilities to engage the communities to achieve the desired goals of development.  India is way behind in achieving the Millennium Developmental Goals (MDG) and we are a signatory to the UN resolution on MDG. It is heartening to note that many of the social entrepreneurs in Arunachal are coming forward to involve the community in many of the development programmes through SHGs and Farmers’ Clubs. But much more engagement is required to involve the community in meaningful way to manage the affairs of schools, primary health centers, cooperatives and public distribution system to improve the access and quality of public delivery. Similarly, the intensive engagement of the community is a must to protect our immediate environment as organizing principles of community are based on the notion of consent, care and trust. Alexis De Tocqueville in his classic, “Democracy in America “wrote profusely of the vibrant civil society in US and the success of democracy is based on this strong edifice of community. For a country of our dimension, we need to re-discover the space of community and place it where it belongs to make our democracy strong and vibrant and achieve our goals of development.(The author is Dr. B G Mukhopadhyay, General Manager, NABARD, Arunachal Pradesh RO and the views are his own).
